COVID-19 Pandemic and Capacity Building of National and Social Health

回顾世界和中国控制传染病流行的经验和教训,讨论如何从群体医学的角度来应对传染病的挑战,促进人群健康。这场COVID-19大流行警醒了全社会:公共卫生体系建设需要顶层设计和统筹规划,不仅要强化公共卫生体系的能力,还需要从认知上、制度建设上强化国家和社会的整体能力。具体来说,需要完善医学教育的学科设置,扩大培训范围和对象,增强医学科研能力,将健康观念纳入所有公共政策的制定中,提升全社会民众的健康知识、态度和行为,以应对未来传染病的挑战,提高慢性病的预防和控制,促进人类健康。

This paper reviews the international and Chinese experiences in the outbreak of infectious disease,and discusses how to deal with the challenges and promote population health from population medicine dimension.COVID-19 pandemic alerts the whole society that it needs the top-level design and overall planning for public health system,not only to strengthen the capacity of the public health system but also to strengthen the general capacity of the nation and society in cognition and institutional building.Specifically,it is necessary to improve the discipline setting of medical education,expand training scope and objects,enhance medical scientific research capacity,incorporate health concepts into all public policies formulation,spread health knowledge,establish proper attitude and behaviors among the whole society,so as to stand up to the challenges of the infectious diseases in the future,promote the prevention and control of chronic non-communicable diseases,and improve population health.
