成渝地区双城经济圈新型城镇化与乡村振兴耦合协调研究

Coupling Coordination Analysis of New Urbanization and Rural Revitalization in Chengdu-Chongqing Economic Circle

新型城镇化与乡村振兴两大战略既立足于解决城镇与乡村面临的突出问题,亦承担着推动城乡融合发展的重责。文章通过定性分析新型城镇化与乡村振兴的耦合协调机制,构建二者的评价指标体系和耦合协调模型,并基于2006-2018年的数据对成渝地区双城经济圈16个市的新型城镇化与乡村振兴发展水平、耦合协调水平进行定量测度。结果显示:(1)成渝地区双城经济圈新型城镇化与乡村振兴发展水平总体呈上升态势,市域间二者发展差距收窄;(2)耦合度有所上升且保持在高位水平,耦合质量和效率亟待进一步提高;(3)耦合协调度上升趋势明显,双核心城市带动作用呈现“弱—强—弱”的演变。基于此,应坚持农业农村优先发展,缩小城乡差距;推动新型城镇化向纵深发展,做好与乡村振兴的对接协同;强化双核心城市的带动作用,有针对性地提升协调水平。

The strategies of new urbanization and rural revitalization should solve the major challenges confronting urban and rural areas while the strategies are responsible for advancing the integrated development of urban and rural areas.Through the qualita⁃tive analysis,the paper analyzes the coupling,coordinated mechanism of new urbanization and rural revitalization,which sets up as⁃sessment indicator system and coupling,coordinated model for them.The paper also quantitatively measures the growth level and coupling,coordinated level of new urbanization,and rural revitalization in 16 cities of Chengdu-Chongqing economic circle accord⁃ing to the data from 2006 to 2018.The results are as follows:(1)Chengdu-Chongqing economic circle has witnessed an overall in⁃crease in the development of new urbanization and rural revitalization.The gaps among cities have been narrowed;(2)although the coupling degree is increasing and remains at a high level,it is imperative to improve the coupling quality and efficiency;(3)the cou⁃pling,coordinated degree goes up significantly.But,the leading effort of dual-core cities has showed the process of“weak-strongweak”.Based on above results,the paper proposes that the development of agriculture and rural areas should remain at the top of our work to narrow the gap between urban and rural areas.And we should develop in-depth new urbanization,promoting the cou⁃pling coordination between new urbanization and rural revitalization.The leading efforts of dual-core cities should be intensified and improve the coordination in specific ways.
