Fusion andreconstruction: basic logic of sports culture governance in new-type farmers’concentrated residential areas

党的十九大报告强调要推动社会治理向基层下移,以此为契机,在当前城乡一体化改革浪潮之下,从融合与重构两个维度,结合新型农民集中居住区与体育文化治理有机融合的时代内涵,突破传统理念束缚,明晰治理路径的迫切性与可行性以及现存问题与障碍,探寻具有时代特色的体系重构与模式开创。以资料分析法、田野调查法、访谈法等方法开展系统研究,得出新型社区体育文化治理的基层逻辑:强化以政府为主导的顶层设计科学理念;培育农村本土核心竞争力;建立专业化指导机制;提升针对性公共服务保障水准;汇聚以共建、共治、共享为基础的多元协同治理主体;构建监管体系与大数据条件下的体育信息服务综合应用平台。

The report of the nineteenth national congress of the communist party of China emphasizes the importance of promoting grass-roots governance in society.Taking this as an opportunity, under the current wave of urban-rural integration reform, from the two dimensions of integration and reconstruction, combined with the era connotation of organic integration of new-type farmers’ concentrated residential areas and the governance of sports culture, this paper break through the traditional ideas, clarify the urgency and feasibility of the governance path as well as the existing problems and obstacles, and explore the system reconstruction and mode creation with the characteristics of the times.The basic logic of the new community sports culture governance is obtained by systematically studying data analysis method, field investigation method and interview method: strengthen the top-level design scientific concept dominated by the government;cultivate the core competitiveness of rural areas;establish a professional guidance mechanism;enhance the level of targeted public service security;bring together the multi-cooperative governance subjects based on co-construction, co-governance and sharing;construct the supervisory system and comprehensive application platform of sports information service under big data conditions.
