发源于浙江省桐乡市的“三治融合”治理模式,通过不断的制度创新和实践,将自治、法治、德治三者有机结合形成社会治理的合力,全面创新了农村社会治理体系。但总体来说自治、法治、德治有机融合的机制还没有真正建立起来,治理体系的制度化、专业化建设相对滞后,“三治融合”的合力还未形成最佳效应。为此,要进一步强化“三治融合”治理模式中党的领导,促进建立自治、法治、德治真正形成融合机制,完善各种治理方式的制度建设,扩大公众参与,夯实“三治融合”的社会基础,提升“三治融合”治理模式的治理效能,为乡村振兴提供制度基础和重要保障。

originated in Tongxiang City,Zhejiang Province,the“three governance integration”governance model,through continuous system innovation and practice,the organic combination of the three forms the joint force of social governance and innovates the rural social governance system in an all-round way.However,generally speaking,the mechanism of organic integration of autonomy,rule of law and rule of virtue has not been really established,the institutionalization and specialization of the governance system lags behind,and the joint force of the integration of the three governances has not yet formed the best effect.To this end,it is necessary to further strengthen the party’s leadership in the three-governance integration mode,promote the establishment of a real integration mechanism of autonomy,the rule of law,and the rule of virtue,improve the system construction of various governance methods,expand public participation,and consolidate the social foundation of the“three governance integration”mode.enhance the governance efficiency of the“three governance integration”model,and provide institutional basis and important guarantee for rural revitalization.
