政策支持、市场约束对农户有机肥施用行为的影响研究

Study on the Impact of Policy Support and Market Constraints on Farmers’Organic Fertilizer Using Behavior

文章基于山东省332个农户的调研数据,利用二元Logistic模型,对影响农户有机肥施用行为的因素进行了探讨,对国家加快推进有机肥增施提出了政策建议。结果表明:(1)政府对有机肥的支持对农户有机肥施用行为存在显著的正向影响;(2)有机农产品和有机肥的市场约束均对农户施用有机肥的行为存在负向影响,有机肥市场约束较为显著;(3)农户认知水平等个体差异也对农户有机肥施用行为存在显著影响。因此,政府应该加大对有机肥市场的监管,确保有机肥质量;从价格补贴、技术支持等方面加大对有机肥的支持力度,从有机认证补贴等方面加大对有机农产品的支持力度。

Based on the survey data of 332 farmers in Shandong Province,the paper discusses the factors influencing the behavior of organic fertilizer application by using the binary logistic model,and puts forward policy suggestions for the country to accelerate the promotion of organic fertilizer application.The results showed that:(1)the government support for organic fertilizer had a signifi⁃cant positive effect on the behavior of farmers’organic fertilizer application;(2)the market constraints of organic agricultural prod⁃ucts and organic fertilizer have negative effects on the behavior of farmers applying organic fertilizer,and the market constraints of organic fertilizer are fairly significant;(3)individual differences such as farmers’cognitive level also have significant effects on farmers’organic fertilizer application behavior.Therefore,the government should strengthen the supervision of organic fertilizer market to ensure the quality of organic fertilizer,strengthen the support for organic fertilizer from the aspects of price subsidies,technical support and enhance the support for organic agricultural products with the organic certification subsidies.
