摘要
就业考核制度统一性和高校执行灵活性的矛盾、考核激励强度与就业目标替代的悖论、制度执行的非人格化要求与高校内部关系人情化的冲突,是地方高校就业工作中“共谋”行为产生的制度逻辑,导致虚假就业现象在高校中屡禁不止。在治理路径上应把就业考核制度的统一性转变为差异性、以制度和技术为手段健全和完善就业核查机制、建立科学化的就业指标量化考核体系,系统治理“共谋”行为负面效应,消除虚假就业的制度缝隙,真正让各项就业政策和制度服务毕业生就业工作,使高校毕业生顺利就业、真实就业、高质量就业。
The employment of the graduates in local universities seems to be the result of some“conspiracy”,which comes out of the institutional logic of the contradiction between the uniformity of employment appraisal and the flexibility of local universities in doing the work of graduates employment,of the paradox between incentive intensity and employment goal replacement,of the conflict between the impersonal requirement in regulation implementation and the flexible internal relationship of the schools.This leads to the unstoppable phenomenon of unreal employment in local universities.The approaches of governance include diversifying the system of employment appraisal,improving the employment inspection mechanism through regulations and technical means,and constructing a scientific index system of employment appraisal.Systematic measures should be taken to prevent the unreal employment and help graduates get employed.
