摘要 2020年是决胜全面建成小康社会、决战脱贫攻坚之年。通过对已脱贫人员建立监测预警机制,防止已脱贫人员返贫是巩固脱贫成果的重要工作之一。基于地理信息技术和倾斜摄影测量技术建立返贫监测预警系统,通过高精度实景三维模型对研究区贫困人员信息进行实时监测,实现了对易返贫人员的预警和高精度地理定位;通过进一步深入了解易返贫人员家庭劳动力数量、历年收入变化和外出务工状况,制定和完善相关扶贫政策,巩固和发展现有扶贫成果。返贫监测预警系统为制定扶贫政策和巩固发展精准扶贫成果方面提供了技术支撑。 2020 was a year of decisive victory in building a moderately prosperous society in all respects and of a decisive battle against poverty.One of the important tasks to consolidate the results of poverty-alleviation is to prevent people lifted out of poverty from returning to poverty again through establishing a monitoring and early warning mechanism for poverty-alleviated ones.Based on the GIS and oblique photogrammetry technology,a return-to-poverty monitoring and early warning system was established,and the information of poor people in the study area was monitored in real time through a high-precision,real three-dimensional model.The number of laborers in the families of those who are prone to return-to-poverty,the change to their income over the years,as well as the status of migrant workers were monitored,so as to formulate and improve relevant poverty alleviation policies,and further consolidate and develop existing poverty alleviation achievements.The return-to-poverty monitoring and early warning system provides technical support for the formulation of the poverty alleviation policies,and consolidation of development of targeted poverty alleviation results.
