建设京津冀世界级城市群视野下的雄安新区发展方向

The development strategy of Xiong’an New Area from the perspective of Beijing-Tianjin-Hebei world-class city cluster

城市发展离不开其所根植的区域环境,雄安新区的高质量发展应当在建设京津冀世界级城市群视角下明确方向。本文在梳理世界级城市群发展特征与规律的基础上,从城市群规模、结构、职能、联系、质量和治理六个维度分析京津冀城市群发展的差距与不足,进而从实现京津冀城市群发展目标的角度出发,提出品质雄安、创新雄安、融汇雄安、韧性雄安、数字雄安“五个雄安”战略方向。这对于“十四五”时期京津冀协同发展及雄安新区高质量发展而言,具有参考价值。

Urban development cannot be separated from the regional environment in which it is rooted.The development of Xiong’an New Area should have a clear direction from the perspective of the Beijing-Tianjin-Hebei world-class city cluster.On the basis of sorting out the characteristics and laws of the development of world-class city cluster,the paper analyzes the gaps and deficiencies of the development of Beijing-Tianjin-Hebei city cluster from six dimensions,namely,the scale,structure,function,connection,quality and governance.In order to realize the development goal of The Beijing-Tianjin-Hebei city cluster and the high-quality development of Xiong’an New Area,the five strategic directions of High-quality Xiong’an,Innovation Xiong’an,Connection Xiong’an,Resilience Xiong’an,and Digital Xiong’an are proposed.This paper has reference value for the coordinated development of Beijing-Tianjin-Hebei region and the high-quality development of Xiong’an New Area during the 14th five-year Plan period.
