摘要
论文以法国文化部《区域阅读协议》(CTL)工程为例,研究法国国家分众阅读推广策略,介绍CTL协议的形成与推广,基本框架内容及目前运行情况,从少年儿童、残障人士、法语阅读困难者和弱势群体三大目标受众,阐述CTL分众阅读推广的内容策略。CTL工程的核心理念及对我国的启示主要体现在四方面:加强顶层设计,统筹中央与地方,跨区域跨行业协作;弘扬本国优秀传统文化,加强民众身份认同感;关注弱势群体和边远地区,强调普惠性和精准性;服务活动化,活动品牌化,打造全国知名阅读推广品牌。
Taking the Territorial-Reading Contracts(CTL)of French Ministry of Culture as an example,this paper aims to study the French differentiated reading promotion strategy.It summarizes the origin,development,basic framework and current operation of the CTL project.Its major target audience consists of children,the handicapped,French dyslexic and disadvantaged groups.The core concepts of the CTL project and its enlightenment to China can be summed up in four aspects:the top-level design of cross-regional and cross-industry collaboration by coordinating the central and local;promoting the country’s excellent traditional culture in order to strengthen the public’s sense of identity;attention to vulnerable groups and remote areas with an emphasis on fairness and customization;creating a national well-known brand through various reading promotion activities.
