以人民为中心是中国共产党领导群众文化百年建设一以贯之的基本理念,在基层公共文化领域主要体现为地域根植性,这一宝贵品格渊源于新民主主义革命时期,成型于新中国成立之初,但把基层仅仅当成行政体制末端,把文化服务仅仅作为文化部门职责,局限于基层党政与文化部门内运作的塑造方式,影响了地域根植性的发展。新世纪尤其是新时代以来,国家多层级治理体制结构优势的充分发挥,推进了多向度的基层赋能重塑,体现出高位统筹与基层集成的协同逻辑;从"小文化"向"大文化"的跃迁等,引发了多尺度的基层功能重塑,体现出系统优化与层级调适的发展逻辑,不仅推动了地域根植性的再建构及公共文化服务效能的提升,还昭示了多层级体制协同作用下的基层塑造已经成为开启社会主义现代化国家建设新征程的战略命题。

The people-centered philosophy has been essential in the grassroots cultural development led by the Communist Party of China in the past 100 years and is embodied by regional embeddedness in the public culture realm at the community level.This appreciated characteristic dated back to the New Democratic Revolution Period and took shape in the early days of the People’s Republic of China.However,the community level was taken as the very end of China’s executive system,and culture services were regarded as the responsibility of cultural authorities alone during certain periods.This kind of shaping by limiting culture services to the community level Party and executive organizations and cultural authorities experienced difficulties for two times,and the regional embeddedness changed accordingly.Since the start of the new millennium,especially the new era,the advantages of the multi-level governance system and structure have been leveraged,driving the multi-dimensional empowerment,and reshaping of the community level,which reflected the coordination logic characterized by high-level harmonization and planning and primary-level integration.The transformation from“small”to“big”culture and other changes have raised multi-dimensional reshaping of community-level functions,reflecting the development logic in system optimization and level adaption,which has not only driven the rebuilding of regional embeddedness and improvement in effectiveness of public culture services,but also symbolized that the community-level shaping under the synergistic effect of multi-level system has become a strategic subject in embracing the new journey of building modern socialist country in an all-round way.
