船员培训质量风险评估及应对研究

Research on Risk Assessment and Response of Crew Training Quality

保证船员培训质量,不断提高船员技术水平和综合素质,是保障船舶海上航行安全的重要措施。运用质量风险管理理论,对船员培训全过程活动中面临或潜在的质量风险因素进行识别,通过船员培训质量风险分析矩阵对已识别的质量风险进行评估,确定高、中、低三种风险等级。针对不同等级的船员培训质量风险提出排除静态高风险、降低静态中风险、监测动态风险等应对措施,以保证船员培训质量满足《中华人民共和国船员教育和培训质量管理规则》基本要求,符合国内外航运企业及航运市场需要。

Ensuring the quality of crew training and continuously improving the technical level and overall quality of crews are important measures to ensure the safety of ships at sea.The quality risk management theory is introduced to identify the quality risk factors faced or potential in the whole process of crew training activities the identified quality risks are assessed through the crew training quality risk analysis matrix,and the three levels of high,medium and low risks are determined.In response to different levels of crew training quality risks,countermeasures are proposed to eliminate static high risks,reduce static medium risks,and monitor dynamic risks,so as to ensure that the quality of crew training meets the basic requirements of the Crew Education and Training Quality Management Regulations of the People’s Republic of China and is in line with domestic and foreign Shipping enterprises and the needs of shipping market.
