江西地方高校绩效评价的思考——对N校主专业技术岗近两次绩效考核的实证研究

摘要 高校绩效考核是学校人事人才的重要工作之一,对推动学校发展、提高人力资源具有重要意义。对N校主专业技术岗(即教学科研岗)近两次绩效考核和岗位聘任工作的结果分析发现:教学业绩差异较小,科研和基础业绩差异较大,科研和基础业绩结果与考核结果的关联密切;正高在各方面绩效考核结果均居前;科研业绩较高的人员年龄集中在47—52岁;第一次考核结果较好的人员在第二次考核结果取得较好结果的可能性较大;理工科科研业绩优势明显;博士在业绩提升方面优势明显。基于此,学校绩效考核应适当增加对教学业绩的考核指标,提高教学业绩在总结果中的占比,鼓励教学改革,加大对博士和正高的培养力度,引导各层次人员更为积极主动地参与科研,最大限度地发挥绩效考核的引领效应和价值,起到“固强补弱”的效果。 The performance appraisal in colleges and universities is one of the important work of personnel and talents in colleges and universities and is of great significance to promote the development of colleges and universities and improve human resources.Through the analysis of the recent two performance appraisals and post appointments of the main professional and technical post(i.e.teaching and research)in N University,it is found that the difference between teaching performance is small,the difference between scientific research and basic performance is large,and the results of scientific research and basic performance are closely related to the appraisal results;Those with high professional titles rank first in all aspects of performance appraisal results;The age of those with high scientific research achievements is concentrated in 47-52 years old;Those with good results in the first assessment are more likely to achieve good results in the second assessment;The scientific research achievements of science and engineering have obvious advantages;Those with PhD have obvious advantages in performance improvement.Based on this,the assessment indicators of teaching performance should be appropriately increased,the proportion of teaching performance in the total results should be improved,teaching reforms should be encouraged,those with PhD and high professional titles should be greatly supported,personnel at all levels should be guided to participate in scientific research more actively,so as to give full play to the guiding value of performance assessment and achieve the“strengthening the strong and reinforcing the weak”.
