我国区域流通创新水平评价——基于全局主成分分析

Evaluation of Regional Circulation Innovation Level in China:Based on Global Principal Component Analysis

在以国内大循环为主体、国内国际双循环相互促进的新发展格局中,现代流通体系不仅是国内大循环的基础骨架,更是国内国际双循环必须借助的市场接口,依靠流通创新建设现代流通体系成为当前的一项战略任务。推动流通创新离不开流通业跨区域的均衡发展,经济水平差异造成我国流通创新水平存在明显的区域差距,导致我国流通体系出现痛点和堵点。基于此,文章采用全局主成分分析法对2015—2018年全国31个省级行政区的流通创新水平进行测评,利用ArcGIS绘制出各省流通创新水平综合得分分布图,发现我国流通创新发展状况虽总体在改善但区域差距明显。其中,高水平区主要为东部临海经济发达省份,中高水平区主要为东部和中部经济较发达省份,中低水平区主要分布在西南地区,低水平区为西北五省。而且发现影响各个区域流通创新发展水平的因素也不同,文章最后对各个区域提出针对性的对策建议。

In the new development pattern with the domestic big cycle as the main body and the mutual promotion of the domestic and international double cycles,circulation innovation is not only the basic framework of the domestic big cycle,but also the market interface that the domestic and international cycles must rely on.Promoting circulation innovation has become a current strategic task.Promoting circulation innovation is inseparable from the balanced development of circulation industry across regions.The difference in economic level leads to the obvious regional gap in circulation innovation level in China,which leads to the pain points and blocking points in China′s circulation system.This paper uses the global principal component analysis method to evaluate the circulation innovation level of 31 provincial administrative regions across the country from 2015 to 2018,and uses ArcGIS to draw the distribution map according to comprehensive score of provincial circulation innovation level.It is found that China′s development of circulation innovation is generally improving,but the regional gap is obvious:The high-level areas are mainly the eastern coastal provinces with developed economies,the medium-high-level areas are mainly the eastern and central economically well-developed provinces,the middle-low-level areas are mainly distributed in the southwest region,and the low-level areas are the five northwestern provinces.Besides,factors affecting the development level of circulation innovation in different regions are also different.Finally,the paper puts forward some countermeasures and suggestions for each region.
