社会治理视域下的农村老年组织:治理资源与参与机制

Rural Organizations for the Aged in the Perspective of Social Governance:Governance Resources and Participatory Mechanisms

农村老年组织是重要的内生型社会治理力量,是组织振兴的重要载体。通过考察晋江C镇老年协会参与社会治理的实践,发现精英老人的多元权威、经济资源的内部循环,以及治理结构与社会单元的耦合,共同赋予该组织较强的自组织能力,同时构成老年协会作为内生型治理资源的根基。基于此,地方政府通过制度化的组织建设、公共化的组织目标和弹性化的组织管理对社会组织进行改造,吸纳老年协会嵌入基层社会治理体系,充分发挥其村民自治、管理民俗活动和服务老人等社会治理功能。在老龄化背景下,发挥农村老年组织参与社会治理的功能具有现实必要性。建立老年组织嵌入基层社会治理的常态化机制,完善基层社会治理体系,有利于动员村庄内生力量促进组织振兴,推动基层治理能力现代化。

Rural organizations for the aged are an important endogenous social governance force and an important carrier for organizational revitalization.By investigating the participation in social governance by the association for the aged in Jinjiang C Town,it is found that the multiple authority of the elite elderly,the internal circulation of economic resources,and the coupling between the governance structure and the social unit together endow the organization with strong self-organization capabilities,and at the same time constitute this association as the foundation of endogenous governance resources.Based on this,the local government has reformed the social organizations through institutionalized organizational construction,publicized organizational goals,implemented flexible organizational management,integrated such associations into the grassroots social governance system,and given the villagers full autonomy in the management of folk activities and services to the aged.In the context of the aging population,it is practically necessary to give full play to such organizations'participation in social governance.Establishing a regular mechanism with such organizations embedded in the grassroots social governance and improving the grassroots social governance system will help mobilize the village's endogenous forces to promote organizational revitalization and the modernization of grassroots governance capabilities.
