摘要
科学评估标准实施效能是改进标准的有效手段,但长期以来未在纺织工业中得到充分的重视。文章构建了纺织工业技术标准实施效能评价的指标体系,调查了200位浙江省业内人员,采用模糊层次评价法,对设计类、制造类和质量检验类三类纺织工业技术标准进行实施效能评价。结果显示:设计类技术标准质量较好,但实施后在提升技术效益方面存在缺陷;制造类技术标准在内容上存在一定滞后,但在环境效益方面有突出表现;相比之下,质量检验类的整体质量与效益评价结果一般,需进行全面优化。最后针对三类技术标准存在的问题,文章分别提出了相应建议。
Scientific evaluation on the implementation efficiency of standards is an effective approach to improve standards,but it has not received sufficient attention in textile industry for a long time.In this paper,an index system for the technical standard implementation efficiency in textile industry was established.200 textile industry personnel in Zhejiang province were surveyed,and the implementation efficiency of technical standards concerning three categories of design,manufacturing and quality inspection in textile industry was evaluated using fuzzy comprehensive evaluation method.The results showed that design related technical standard quality is good,but there exist some defects in technical benefit improvement after implementation.The content of manufacturing related technical standards lagged behind,but they showed outstanding performance in terms of environmental benefits.In contrast,the overall quality and benefit evaluation results of technical standards related to quality inspection were mediocre.This type of standards required comprehensive optimization.Finally,for problems of the three types of technical standards in textile industry,corresponding suggestions were proposed.
