制度性交易成本对产业结构升级的影响研究——基于空间溢出的视角

Research on the Impact of Institutional Transaction Costs on the Upgrading of Industrial Structure:from the Perspective of Spatial Spillover

在我国经济由高速增长转向高质量发展的新阶段,推动产业结构升级的主要途径就是降低产业结构调整的制度性交易成本。本文基于空间溢出视角,在检验制度性交易成本和产业结构升级(产业结构高级化和合理化)空间相关性的基础上,深入分析制度性交易成本对产业结构升级的空间影响,并进一步从民营企业进入角度分析其作用机制。研究发现:制度性交易成本和产业结构合理化存在显著的正向空间相关性,呈现出高—高和低—低集聚态势,产业高级化存在显著的负向空间相关性,呈现出高—低和低—高聚集态势;降低制度性交易成本,能显著提升产业结构高级化和合理化水平,并且在不同区域存在影响差异;总体上制度性交易成本对产业结构高级化的空间溢出效应不明显,但西部地区的负向空间溢出效应非常明显,制度性交易成本对产业结构合理化水平具有显著的负向空间溢出效应,在西部和东北地区也非常显著;制度性交易成本对产业结构高级化和合理化水平的负向影响会随着民营企业进入的增加而减轻,降低制度性交易成本能促进民营企业进入从而推动产业结构升级。上述研究结论对推动供给侧结构性改革、降低制度性交易成本进而促进民营企业发展与产业结构升级具有重要启示。

In the new stage of China’s economy from high-speed growth to high-quality development,the fundamental mechanism to promote the upgrading of industrial structure is to reduce the institutional transaction costs of industrial structure adjustment. Based on the perspective of spatial spillover,this paper examines the spatial correlation between institutional transaction costs and industrial structure upgrading( upgrading and rationalization of industrial structure) for the first time,and deeply analyzes the spatial impact of institutional transaction costs on industrial structure upgrading,and further analyzes its mechanism from the perspective of private enterprises entering. It is found that:( 1) there is a significant positive spatial correlation between institutional transaction costs and rationalization of industrial structure,showing a trend of high and low agglomeration,and there is a significant negative spatial correlation between industrial upgrading,showing a trend of high and low agglomeration;( 2) Reducing institutional transaction costs can significantly improve the level of upgrading and rationalization of industrial structure,and there are differences in influence among different regions;( 3) On the whole,the spatial spillover effect of institutional transaction costs on the upgrading of industrial structure is not obvious,but the negative spatial spillover effect in the western region is very obvious. Institutional transaction costs have a significant negative spatial spillover effect on the rationalization level of industrial structure,which is also very significant in the western and northeastern regions;( 4) The negative impact of institutional transaction costs on the upgrading and rationalization of industrial structure will be reduced with the increase of private enterprises’ entry. Reducing institutional transaction costs can promote private enterprises’ entry and promote the upgrading of industrial structure. The above conclusions have important implications for promoting supply-side structural reform,reducing institutional transaction costs,and promoting the development of private enterprises and upgrading of industrial structure.
