广东省高校R&D活动特征及其发展

The Analysis of the Characteristics and Development of R&D Innovation Activities in Universities of Guangdong Province

从科技人力、科技经费、科技项目、科技成果4个视角分析广东省高校R&D创新活动特征及发展。广东省高校科技人力数量略占优势,科研人员数量规模呈现不断增加的趋势;科技经费主要来源于政府部门专项费,企事业单位委托费占比较低;科技项目数量全国占比较高,基础研究类型项目逐步得到了加强;专利申请和授权量较高,但是科研成果和技术转让水平不高。提出以下建议:①加强成果应用推广中的科技人力投入,从而提高广东省高校技术转让水平和质量;②积极拓展企事业单位委托等途径的科技经费渠道,进一步加强高校科研创新和企事业单位科研合作;③加大科技经费支出中科技人员费的支出比例,激励科技人员科研积极性;④加大试验发展类型项目的支持力度,鼓励高校科研成果和技术转让,更好实现创新驱动发展。

The paper analyzes the characteristics and development process of R&D innovation activities in universities in Guangdong Province from the perspectives of scientific and technological manpower,scientific and technological funds,scientific and technological projects and scientific and technological achievements.We can gain the following conclusions:1)The number of scientific and technological of universities in Guangdong Province is slightly dominant,and the number of scientific researchers is increasing;2)The science and technology funds of universities in Guangdong Province mainly come from the special fees of government departments,and the commission fees of enterprises and institutions are relatively low;3)The number of science and technology projects in universities in Guangdong Province is relatively high in China,and the basic research projects have been gradually strengthened;4)In Guangdong Province,the amount of patent application and authorization is high,but the scientific research achievements and technology transfer are at a low level.The following suggestions are proposed based on the above conclusions:1)To strengthen the input of scientific and technological manpower in the application and promotion of achievements,so as to improve the level and quality of technology transfer in universities of Guangdong Province;2)Actively expand the channels of scientific and technological funds entrusted by enterprises and institutions,and further strengthen the relationship between scientific research and innovation in universities and the actual needs of enterprises and institutions;3)We should increase the proportion of science and technology personnel expenses in science and technology expenditures to better stimulate the enthusiasm of science and technology personnel;4)We will increase the support for pilot development projects,encourage the transfer of scientific research achievements and technology,and better implement the economic development strategy driven by scientific research and innovation.
