长三角区域一体化与高质量发展

Regional Integration and High-quality Development in the Yangtze River Delta Region

长三角一体化发展国家战略实施以来,各城市围绕"一体化"和"高质量"两个关键词,扎实推进各项工作,取得一定成效。文章从分析长三角一体化发展的战略意义切入,系统阐述了长三角一体化和高质量发展的科学内涵及其相互关系,指出更高质量一体化发展是差异化、高效率、可持续和包容性发展,遵循经济集中、生态安全和社会公平的空间优化准则。同时,重点梳理了长三角一体化发展战略实施以来中央政府及三省一市协同推进长三角区域一体化规划、行动计划等落实情况,分析取得成效及存在问题,最后提出了更高质量一体化发展的相关政策建议。

Since the implementation of the national strategy of integrated development of the Yangtze River Delta(YRD)region, local governments have steadily promoted much effort around the two key words of "integration" and "highquality", and achieved certain achievements. Starting from the analysis of the strategic significance of the integrated development in the Yangtze River Delta, this paper systematically elaborates the scientific connotation of the integrated and high-quality development of the Yangtze River Delta and its interrelationship, and points out that higher-quality integrated development is differentiated, efficient, sustainable and inclusive development, which follows the spatial optimization guidelines of economic concentration,ecological safety and social equity. At the same time,the paper focuses on combing the planning, action plan and implementation of collaborative promotion of regional integration in the Yangtze River Delta jointly promoted by the central government and three provinces and one city, analyzing the achievements and existing problems, and finally puts forward relevant policy suggestions for higher-quality integrated development.
