2008—2017年中国高校专利数据比较分析及管理对策

Comparative Analysis of Patent Data of Universities in China from 2008 to 2017 and the Management Countermeasures

以2008—2017年高校的专利申请、专利授权和专利出售三个维度知识产权数据为基础,对比分析重点院校、一般院校和高等专科学校的专利申请、专利授权和专利出售相关专利质量,概述高校专利发展现状并分析原因,探讨重点院校和其他院校之间专利发展的不对称性,最终提出高校,应该从转变专利管理工作理念、设立专利专项基金、设置专职的专利管理机构、加强专利的应用研究及建立高校和企业信息共享平台5个方面专利管理对策入手提升高校专利质量的专利发展战略。

On the basis of three dimensions of IPR data of patent application, patent authorization and patent sale of colleges and universities from 2008 to 2017, this paper made a comparative study on the patent quality of those between key universities, average universities and colleges. It outlined the current situation and the reasons of the patent development in colleges and universities. And, it focused on the unbalance of the development of the patent quality between key universities and other institutions. Finally, the paper puts forward that universities, should start with five aspects of patent administration countermeasures which are changing the concept of patent administration, setting up the special fund of patents, setting up a full—time patent management organization, strengthening the application research of patents and establishing an information sharing platform between universities and enterprises, so as to improve the patent development strategy of patent quality of colleges and universities.
