基层干部参与乡村振兴的效能阻滞及其纾解——基于脱贫攻坚与乡村振兴有效衔接的经验启示

乡村振兴的综合性标准显然对基层干部的工作效能要求更高。为此,需要基于在脱贫攻坚中获得的经验启示,对可能阻滞基层干部参与乡村振兴工作效能的表现、产生根源及纾解策略进行系统探讨。发现外在高压下的艰难处境与定位偏差下的主动性缺失的叠加效应是阻滞基层干部参与乡村振兴工作效能的主要根源,提出以“外促内动”为抓手做好基层干部管理中的“加、减、乘、除”法是其纾解策略。具体涵盖机制创新、伙伴协作、精炼经验、科技赋能、学习增能、提振精神和内源促动等举措,目的是打造强力高效的基层干部队,以确保乡村振兴工作的高效能。

China has embarked on a new journey of rural revitalization after eradicating absolute poverty through poverty alleviation.The comprehensive standards of rural revitalization obviously require higher work efficiency of grass-roots cadres.Therefore,based on the experience and enlightenment gained from poverty alleviation,it is necessary to systematically explore the performance,root causes and mitigation strategies that may hinder grass-roots cadres’participation in rural revitalization work.It is found that the superposition effect of the difficult situation under external pressure and the lack of initiative under positioning deviation hinder the effectiveness of grass-roots cadres’participation in rural revitalization work.It is proposed that the“addition,subtraction,multiplication and removal”method in grass-roots cadres’management should be taken as the starting point to relieve the problem.These measures include institutional innovation,partnership and collaboration,refining experience,enabling science and technology,enhancing learning,boosting spirit and endogenous motivation.The aim is to build a strong and efficient grassroots cadre team to ensure the efficiency of rural revitalization work.
