On the Intellectualization of Administrative Examination and Approval

为加快转变政府职能和工作作风,提升政府治理能力和水平,我国各地相继进行行政审批智能化探索。本文对具有代表性的地方行政审批智能化实践进行梳理后发现,推进行政审批智能化在合法性、服务效能、监管、人力资本、技术应用方面尚面临诸多困境。因此,应科学构筑行政审批智能化的系统决策模型,合理设定行政审批智能化流程,建立人工智能嵌入政务服务的配套管理机制、以人工智能为核心载体的政府善治机制、政企间在人工智能领域的深度合作机制、政府人工智能应用状况的科学评估机制、二元大数据智能算法监管机制,进而实现无边界的智慧政务和主动政务服务。

In order to speed up the transformation of government functions and work style and improve the ability and level of government governance,all parts of China have successively explored the intellectualization of administrative examination and approval.After combing the representative practice of intelligent local administrative examination and approval,this paper finds that promoting intelligent administrative examination and approval still faces many difficulties in legitimacy,service efficiency,supervision,human capital and technology application.We should scientifically build an intelligent system decision-making model for administrative examination and approval,reasonably set the intelligent process of administrative examination and approval,establish a supporting management mechanism for artificial intelligence embedded in government services,a good governance mechanism of the government with artificial intelligence as the core carrier,a deep cooperation mechanism between government and enterprises in the field of artificial intelligence,a scientific evaluation mechanism for the application of government artificial intelligence Binary big data intelligent algorithm supervision mechanism,so as to realize borderless intelligent government and active government services.
