摘要
随着新一代自动监测和信息技术的迅速发展,我国生态环境监督执法工作已逐步向信息化、智能化方向发展。目前,生态环境监管的难题主要在于对尚未安装自动监控设备的中小型工业企业的监管,各地为解决此难题,积极推行分表计电监管系统(又称工况用电监控系统)建设,达到了很好的效果。本文对目前国内针对分表计电监管系统建设的政策及效果进行了调研分析。推行分表计电监管系统建设,有利于实现对工业企业生产设施及污染防治设施用电量的实时监管,可有效防范企业擅自停运污染防治设施、未按要求落实差别化管控和重污染天气应急减排措施等行为。分表计电监管系统技术成熟,安装简便,一次性投资和运维费用仅为自动监测设备的10%~20%,能起到花小钱解决监管大难题的作用。为此,本文建议对中小型企业大力推行分表计电监管系统建设,与重点企业污染源自动监测互为补充,构建我国生态环境监督执法信息化、智能化体系。
With the rapid development of the automatic monitoring and information technology,China's environmental supervision and law enforcement work have gradually developed to be more informationalized and more intelligent.At present,the main problem of environmental supervision lies in the supervision of small and medium sized industrial enterprises which have not yet installed the automatic monitoring equipment.In order to solve this problem,the local governments of many places promoted the installation of Process Electricity Monitoring System(PEMS,also named as Electrical Power Monitoring System),which has achieved good effects by now.This study investigated and analyzed the current domestic policy and the effect of the installation of PEMS in China.The installation of PEMS is conducive to the real-time supervision of the electricity consumption of production and pollution control facilities.PEMS can effectively prevent industrial enterprises from stopping the pollution control facilities without authorization,as well as failure in implementing differentiated management and the emergency emission reduction measures in heavy pollution weather.PEMS can play an important role in spending a small amount of money to solve big regulatory problems,since it has mature technology,simple installation and much lower cost compared to automatic monitoring system.Therefore,this paper suggest that in order to build China's intelligent information system of environmental supervision and law enforcement,the government should vigorously promote the installation of PEMS in small and medium-sized industrial enterprise,to complement each other with the automatic monitoring of pollution sources of key industrial enterprises.
