澳大利亚高等教育国际化的发展及启示 被引量:5

Higher Education Internationalization in Australia and Its Reference to China

摘要 澳大利亚在高等教育国际化进程中居于世界前列,作为一项重要发展战略,其高等教育国际化的实施,主要基于经济、学术、政治、文化等现实需要,体现了多维的价值导向。为实现高等教育国际化的多重目标,澳大利亚联邦政府和高校在法律保障、信息服务、招生选拔、师资聘任、课程教学等方面,多途并进,采取了一系列举措,取得了显著成效。借鉴其发展经验,为推进高等教育国际化,我们应从以下几方面着力:一是从本国需要出发,以政府为主导,提供立法保障与政策引导;二是注重高等教育质量建设,创建国际教育品牌;三是适应国际经济贸易发展的需要,培养国际专门人才;四是秉持包容、合作、创新的理念,促进知识、技能的传播和跨文化的对话;五是运用现代科技手段,提升高等教育国际化的效率与水平。 Australia leads the world in the internationalization of higher education.As a national strategy for development,its practice is based on economic,academic,political,cultural and other practical needs,and gives expression to plural value orientations.To realize its multiple goals,the federal government and the universities have taken a series of measures in a number of aspects,such as legal guarantee,information service,enrollment and selection of students,faculty recruitment,curriculum and teaching,and achieved remarkable results.Learning from their experience,efforts should be made in the following aspects in china:first,based on the needs of China,the government,as a major player,provides legislative guarantee and policy guidance;second,stress should be put on the quality construction of higher education so as to create an international education brand;third,cultivating international specialists to meet the needs of international economic and trade development;fourth,promoting the dissemination of knowledge and skills and cross⁃cultural dialogue with beliefs in tolerance,cooperation and innovation;and fifth,enhancing the efficiency and level of internationalization of higher education with modern scientific and technological means.
