国土空间规划体系下南沙新区详细规划成果智能化审查研究

A Study on Intelligent Review of Regulatory Plans in National Territory Spatial Planning System,Nansha New District

国土空间规划体系对详细规划成果审查提出了新的要求,在此背景下,广州市南沙新区作为创新示范区,已开展了详细规划成果的第三方审查工作。文章从审查要求入手,以广州市南沙新区控制性详细规划成果审查实践为例,详细介绍了控制性详细规划成果审查的第三方审查工作机制和审查内容。其中,审查内容是基于国土空间规划传导规则和国土空间规划"一张图"的要求制定的,包括技术审查和数据审查两大类,重点审查详细规划成果的合规性、完整性、一致性和合理性。除此之外,文章介绍了开发智能化审查工具的技术思路和前期探索工作,以期为后期南沙新区开展智能化审查奠定基础。

New requirements on regulatory plan review have been put forward in national territory spatial planning system,and a third party review has been practiced in Nansha new district,Guangzhou.The paper introduces the mechanism and content of the third party review under the requirements of planning transmission and one map in national territory spatial planning.The review consists mainly of technique and data of the planning product on its compliance,completeness,consistence,and rationality.The paper further introduces the technical thought and preliminary exploration of intelligent review tool development,which will set a basis for intelligent review in Nansha new district.
