A Study of Digital Economic Impact on Urban Space Development and Improvement Strategy

城市空间开发控制是国土空间规划用途管制的重要组成部分,当前国土空间规划体系构建与数字经济发展为城市空间开发控制优化带来了制度创新与技术创新的双重机遇。文章在国土空间规划框架下,运用新制度经济学分析逻辑和外部利润分析模式,从规模经济、外部性、规避风险和交易费用4个方面解析数字经济对城市空间开发行为的影响,并进一步从国土空间规划编制、实施监督、法规政策和技术标准4个维度提出相应的优化策略,以期为优化、完善城市空间开发控制和国土空间规划用途管制的制度与技术体系提供参考。

Urban space development control is an important part of national territory space governance,and national territory spatial planning system establishment and digital economic development have brought about double innovation opportunities in institution and technique for urban space development control.Under the framework of national territory spatial planning,the paper uses new institutional economy analysis logic and external benefit analysis model,analyzes the impact of digital economy on urban space development control from economies of scale,externality,risk mitigation,and transaction expenses,and puts forwards improvement strategies from national territory spatial planning compilation system,implementation and monitoring system,regulation and policy system,and technical standard system.It provides a reference for the improvement of urban space development control and land-space regulation.
