“小街区”还是“大街区”:珠江新城居住街坊城市支路私密化之困

“Small Block” or “Main Street District”: The Planning Conflict of Urban Branch Road of Residential Blocks in Zhujiang New Town

城市支路的有效供给对我国街区从大街区模式走向小街区模式具有重要意义。目前的研究表明,虽然街区按小街区模式规划,但是在项目建设前,开发商往往会通过规划调整程序"合法"取消城市支路,使小街区模式难以落地;即使按照小街区模式建设,但在实际使用时,城市支路被私密化管理的情况仍会造成实质上大街区模式的效果。文章以珠江新城为例,通过阐述其小街区模式的规划与实施情况,从规划、土地出让和建设3个角度分析小街区模式在后期使用时,城市支路通过两种方式被私密化管理,并采用"增长机器"理论,从政府—企业—社会角度分析城市支路被私密化的逻辑,进而从管理机制、规划机制、土地出让机制和监督机制4个方面提出相应的改进建议,希望促进我国街区真正实现小街区模式。

The effective supply of urban branch road is of great significance for China to move from"main street district"to"small block".From the perspective of previous researches,even if the project is planned by following the"small block"mode,the developers still"legally"cancel the urban branch road by the planning adjustment procedure before the project construction,which makes the"small block"mode difficult to implement.Firstly,this paper takes the Zhujiang New Town as an example,analyzes its planning and implementation.Secondly,from the perspectives of planning,land transfer and construction,it is found that the residential blocks in Zhujiang New Town are built according to the planning,but the private management of urban branch roads is managed privately in two ways for later use.Thus,This paper tries to analyze the logic of private management of urban branch roads from the perspective of government,enterprise and society based on the theory of growth machine.Finally,this paper puts forward the corresponding suggestions for improvement from the perspectives of management mechanism,planning mechanism,land transfer mechanism,and supervision mechanism,so as to promote the"small block"mode to be truly implemented in China.
