“双循环”新发展格局背景下的新疆交通建设思考

On the Transportation Construction in Xinjiang Against the Background of"Dual Cycle"New Development Pattern

“双循环”新发展格局,开启新疆交通发展的新征程。本文从新疆交通服务经济社会发展历程出发,识别不同发展阶段的交通拓扑结构。结合国家和新疆循环经济体系实际运行情况,从重心迁移和贸易比较优势角度,阐明新疆交通服务经济发展的“内外循环”空间格局及运输结构要求,剖析新形势下新疆交通服务“双循环”的制约因素。在此基础上,分析新时代独特条件下的新疆交通映射,致力于构建符合新疆交通实践与特征事实的“双循环”逻辑思路,并提出持续完善交通网络化建设、利用新基建提升建养水平、推动陆港枢纽辐射能力、构建现代流通体系、推动“交通+”融合发展,以及扩展中欧班列的纵深、强化建设对外协作交流平台的“2+3+2”内外循环实践路径。

The new development pattern of"dual cycle"sets up new chances for Xinjiang's transportation development.In light of the economic and social development of Xinjiang's transportation services,this paper identifies the topological structures of transportation in different development stages.Combining the actual operation of the state’s and Xinjiang's circular economy system and from the perspective of gravity shifting and comparative advantages of trade,this paper clarifies the spatial pattern of the"internal and external circulation"and the transportation structure requirements in the development of Xinjiang's transportation service economy,and analyzes the"double circulation"of Xinjiang's transportation service in the new situation.Constraints.Furthermore,it analyzes the Xinjiang traffic mapping in the new era to construct a"double-cycle"logic that conforms to Xinjiang's traffic practices and characteristics.It proposes to continuously improve the transportation network construction,improve the level of maintenance by new infrastructure,promote the radiation of dry port hubs,build up a modern circulation system,promote the integrated development of a"transport+"mode,extend the China-Europe train transportation,and strengthen the building of a platform for external cooperation and exchange.
