Research and Thinking on Advanced Air Traffic Control Emergency Management Experience

为适应航空运输业高速发展,保证民航安全有序运行,从空中交通管制应急管理的工作出发,研究和思考国际民航组织(ICAO)、美国联邦航空局(FAA)、欧洲空管安全组织(EURO-CONTROL)等国家和地区的应急管理工作,针对技术故障类、自然灾害类以及管制员罢工类等突发事件,对我国空管应急组织机构建设、应急处置等工作提出具体建议。

In order to adapt to the rapid development of the air transport industry and ensure the safe and orderly operation of civil aviation,this article focuses on the work of air traffic control emergency management,investigates and thinks about the emergency management work of International Civil Aviation Organization(ICAO),the US Federal Aviation Administration(FAA)and the European Air Traffic Safety Organization(EURO-CONTROL)and other countries/regions,and proposes specific suggestions for the construction of China’s air traffic control emergency organization and the emergency response to emergency accident,such as technical failures,natural disasters and controller strikes.
