基于“共同富裕示范区”视角的浙江省“碳普惠”机制建设

The construction of the"Carbon Inclusive"mechanism in Zhejiang Province from the perspective based on the"Common Prosperity Demonstration Zone"

中共中央、国务院日前印发《关于支持浙江高质量发展建设共同富裕示范区的意见》(以下简称《意见》),为浙江先行建成共同富裕示范区提供了强大规划指引和政策动力。《意见》明确了建设文明和谐美丽家园展示区和拓宽绿水青山就是金山银山转化通道,为浙江省建立建好“碳普惠”机制提供了巨大的发展契机,也有助于“碳达峰”和“碳中和”目标的早日实现。研究视角聚焦碳普惠机制的建立和优化,希望能为浙江省乃至全国绿色低碳生活方式转变提供有益经验。

"Opinions on Supporting Zhejiang's High-quality Development and Building a Common Prosperity Demonstration Zone"(hereinafter referred to as the"Opinions")issued provides powerful planning guidelines and policy impetus for Zhejiang to build a common prosperity demonstration zone firstly.The"Opinions"require Zhejiang province to build a civilized,harmonious beautiful homeland exhibition area and broaden conversion styles of"Green mountains are gold mountains".It provides a great potential opportunity for Zhejiang Province to establish Mechanism of Carbon GSP,and contributes to achieve targets of carbon peak and carbon neutrality.This study focused on establishment and optimization of Carbon GSP,and provided useful experience for Zhejiang Province and even the whole country in the transformation of green and low-carbon lifestyles.
