J市农村污水治理PPP项目建设期风险管理研究

农村污水治理市场正逐渐成为今后我国污水治理的主战场,以J市农村污水治理PPP项目为例,对项目建设期风险管理的现状进行分析,梳理总结当前管理存在的问题。对项目建设期可能面临的各类风险进行了初步识别,并从中筛选出最终风险因素。运用AHP层次分析法等多种方法,对项目建设期间最终风险因素进行了分析和评价,对项目建设期面临的各项关键风险因素分别提出应对措施。

The rural sewage treatment market is gradually becoming the main battlefield for the development of sewage treatment in China in the future.The rural sewage treatment PPP project in J City is taken as an example,the current status of risk management during the project construction period are analyzed,and the existing problems are summarized.Then,the preliminary identification of various risks that may be faced during the construction period of the project was carried out,and the final risk factors were screened out.Then,using analytic hierarchy process(AHP)and other methods,the final risk factors during the project construction period were analyzed and evaluated,and finally the countermeasures were proposed for each key risk factor.
