国土综合整治规划与村庄规划的衔接思路探讨

生态文明建设、全域全要素管控已成为新时代规划的重要趋势,面向“山水林田湖草”资源要素管控的全域国土综合整治规划应运而生。国土综合整治规划的主要内容及其目的随时代需要而变化。文章剖析了现阶段国土综合整治规划的不足,以及其与村庄规划之间的衔接问题,即两者间的规划关系不明确、编制单元不匹配、衔接路径不明晰、编制内容有重叠。基于此,文章提出了国土综合整治规划与村庄规划的衔接思路,提出将国土综合整治规划纳入国土空间规划体系,明确其法定地位;厘清编制要点,加强与村庄规划的内容衔接;完善技术导则,创新整治策略;协调各方利益,健全实施保障机制四方面的优化措施,保障国土综合整治实施,助力乡村振兴。
