Impacts of Embedded Context on Practical Rationality:Theoretical Explanation of Chinese Approach——Historical Investigation on Innovation Governance of SIP

作为中国和新加坡两国的旗舰型合作项目,苏州工业园区被赋予了改革开放试验田的重要职能,园区的成功实践吸引了学术界的广泛关注,探寻园区的创新密码。然而,已有理论对本土实践的解释力还显不足。鉴于此,本文基于情境化视角,探索园区创新发展的实践逻辑,进而建构地方治理创新的理论框架。研究发现,园区的创新发展体现出从政策创新到制度创新,从借鉴新加坡经验到超越并输出园区经验,以及在合作中快速成长的实践逻辑。园区的实践逻辑在于,一方面遵循了地方发展的客观规律,构建了系统性的可持续发展战略;另一方面基于情境,通过实践理性形成了动态性、策略性的创新探索。可见,构建地方治理创新理论不仅需要基于科学理性逻辑,更要基于地方治理创新的实践理性逻辑,既要挖掘出地方发展的一般规律,又要考虑到地方独特的情境性,促使强理论和本土实践相结合。

The objective of this paper is to explore the practical logic of innovation governance of SIP and develop a theoretical framework of local governance innovation. Based on contextual perspective and practical rationality method,a historical investigation of SIP’s innovational practice was conducted. The research reveals that the practical logic of SIP’s innovation governance contains three transformations according to embedded context:Form policy innovation to institutional innovation,from input of Singapore’s mode to output of SIP’s own experiences,and growing up fast by cooperating with multiple subjects of international networks. The key implications of practical logic of SIP are that the innovation governance follows the rule of local development,works out a systematic and sustainable strategy on one hand;and on the other hand,conducts a dynamic and adjustive innovational exploration in context. The proposed theoretical framework illustrates that local governance innovation is not only based on the logic of scientific rationality,but also depends upon practical rationality. In this sense,the framework can assist administrators in properly designing and deploying local governance strategies in consideration of embedded context. The methods of practical rationality can also be used to analyze the various situations for exploiting flexibility strategies. Expanding on the previous research approach of examining local innovation from the perspective of a single practice,this study draws on the multi-dimensions of context to investigate history of SIP’s innovational practices,and proposes a conceptual framework to indicate how local governance can be improved in the context of different development stage.
