临沧澜沧江省级自然保护区整合优化设计研究

Study on integrated and optimized design of Lincang Lancang nature reserve

利用空间叠加分析方法查找保护区内交叉重叠情况和历史遗留、现实矛盾冲突问题斑块,在调查评估的基础上,按照相关技术规范和现行政策规定,采取调出、调入、归并、转化等方式妥善处理交叉重叠情况、历史遗留问题和现实矛盾冲突。结合国土空间规划编制,与生态保护红线、永久基本农田、城镇开发边界三条控制线进行衔接,对临沧澜沧江省级自然保护区范围和功能分区进行整合优化设计,以缓解社区经济发展与保护区建设的矛盾冲突和降低周边社区居民生产生活对保护区的干扰,构建能对保护对象进行有效保护和对保护区进行有效管理的新体系。

Using spatial overlay analysis method to find the overlapping protected areas and the historical,realistic contradiction conflict patches,on the basis of the survey assessment,in accordance with relevant provisions of the relevant technical specifications and current policy,properly handling the overlapping conflict situation and the problems left over by history and reality by the way of export,import,merging,transformation,etc.,and combined with the national spatial planning linking up three control lines on ecological protection,permanent basic farmland and town development,integrated optimization design was done on the scope and functional partition for Lincang Lancang river provincial nature reserve in order to alleviate the contradiction between economic development and construction of reserve community conflicts,decrease the disturbance of surrounding community residents’production and living on reserves,and construct a new system for effective protection on protected objects and effective management on protected areas.
