财政是国家治理的基础和重要支柱,始终服从和服务于党和国家的战略大局,服从和服务于社会主义现代化强国建设。进入新发展阶段,财政工作必须以习近平新时代中国特色社会主义思想为指引,科学认识和处理若干重大关系,以更好地发挥财政在国家治理中的基础和重要支柱作用。在完善国家治理和制度体系层面,要处理好财政与党的领导、国家治理,财政与有为政府、有效市场的关系;在提升国家治理能力现代化层面,要处理好财政与改革、发展,财政与共同富裕的关系;在建立现代财政制度层面,要处理好中央财政与地方财政,税收收入与非税收入,地方债与防风险的关系。只有处理好这些重大关系,才能做出财政工作的科学决策和正确部署,为党中央治国理政、当家理财做好服务保障,为推进社会主义现代化强国建设做出更大贡献。

Finance is the foundation and important pillar of national governance.It must obey and serve the overall strategic situation of the party and the state,and the construction of a modern socialist power.Entering the new stage of development,fiscal work must be guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era,scientifically recognize and deal with a number of important relations,in order to better play the role of finance as the foundation and important pillar of national governance.To perfect the national governance and system,we should deal with the relationship between finance and the leadership of the Party,national governance,and the relationship between finance and a promising government and an effective market.To improve the modernization of national governance capacity,we should deal with the relationship between finance and reform,development,and the relationship between finance and common prosperity.To establish modern financial system,we should deal with the relationship between central and local finance,the relationship between tax and non-tax revenue,the relationship between local debt and risk prevention.Only by dealing with these important relations can we make scientific decision-making and correct deployment of financial work,provide service guarantee for the Party Central Committee to govern the country and manage the country’s finance,and make greater contributions to the construction of a modern socialist power.
