营商环境对企业税收不确定性的影响研究——基于企业生命周期的视角

Research on the Effect of Business Environment on Corporate Tax Uncertainty——Based on the Perspective of Corporate Life Cycle

企业税收不确定性是通过测度企业税收负担的波动,从微观视角考察企业税收风险的度量指标,反映了微观主体在现行税收政策和制度下的纳税遵从成本。本文结合我国营商环境改革的背景,重点研究营商环境优化是否有效降低了企业的税收不确定性。以2009—2019年我国沪深A股上市公司为样本,实证研究发现营商环境优化能够降低企业税收不确定性。此外,本文还重点考察了企业处于不同生命周期时,营商环境对企业税收不确定性的影响效应差异。本研究有助于企业管理层制定差异化的税收战略,降低企业税收不确定性、缓解企业税收风险,同时也为政府相关部门评价优化营商环境政策的实施效果提供参考依据。

Corporate tax uncertainty is a measure of corporate tax risk from a micro perspective by measuring the fluctuation of enterprise tax burden,reflecting the compliance cost of the micro subject under the current tax policy and system.Using the sample of Chinese A-share listed companies during the period of 2009 to 2019,this paper discusses how the regional business environment affects the tax uncertainty of enterprises.The results show that improving the business environment will help reduce the tax uncertainty of enterprises.After dividing the corporate life cycle into growth stage,mature stage and decline stage,it is found that the alleviating effect of business environment on the tax uncertainty of enterprises is only significant for the enterprises in the growth stage.This research provides reference for government departments to evaluate the implementation effect of the policy on optimizing the business environment.Meanwhile,it also provides reference and inspiration for listed companies to avoid tax uncertainty,and formulate differentiated strategies according to the development stages of the life cycle.
