Analysis on the Characteristics of Ice and Snow Sports Policy Tools under the Sports Background of the New Era

在2022年北京冬奥会即将举办以及“三亿人上冰雪”目标还未实现的背景下,政府发布了一系列政策以发挥宏观调控的作用。该文运用NVivo质性分析软件对相关政策文件进行工具特征分析,研究发现,首先是在冰雪政策工具中,环境型政策工具占主要地位,体育法规与管制应用充分;其次是供给型政策工具,冰雪人才培养发展得当;最后是需求型政策工具,体育采购发挥主导作用。

Under the background that 2022 Beijing Winter Olympic Games will be held soon and the goal of"300 million people on ice and snow"has not been achieved,the government has issued a series of policies to play the role of macro-control.This paper uses NVIVO qualitative analysis software to analyze the tool characteristics of relevant policy documents.It is found that among ice and snow policy tools,environmental policy tools occupy the main position,and sports laws and regulations are fully applied;the second is the supply-oriented policy tools,and the training and development of ice and snow talents is appropriate;finally,demand-based policy tools,sports procurement plays a leading role.
