摘要
基于2004—2018年中国大陆除西藏外的30个省(市、自治区)的面板数据,采用空间杜宾模型考察空气质量对劳动生产率的影响,并在模型中加入森林资源与空气质量的交互项以讨论森林资源在空气质量和劳动生产率之间的调节作用。结果表明:无论从长期还是短期来看,空气污染对劳动生产率始终具有负向影响,且会产生负向空间溢出效应;加入调节变量的模型估计可得,森林资源在空气污染对劳动生产率的负向影响中具有显著正向调节作用,森林资源会削弱空气污染对劳动生产率的不利影响。无论是以森林覆盖率还是以活立木蓄积量衡量森林资源,上述结果都在给定的水平上显著,而且即便考虑到劳动生产率的时间滞后性和空间集聚性,研究结论仍然稳健。基于此,建议继续加大对“两山”理论和绿色发展理念的舆论宣传,强化“两山”理念的政策导向,注重森林资源的保护,建设绿色生态屏障,推动林业相关产业的发展,提高其经济效益和生态效益。
Based on the panel data of Chinese mainland’s 30 provinces in 2004-2018,the Spatial Dubin Model was used to investigate the effect of air quality on labor productivity.The interaction between forest resources and air quality was added to the model to discuss the moderating effect of forest resources on air quality and labor productivity.The results show that whether in the long run or in the short run,air pollution always has a negative impact on labor productivity,and will produce a negative spatial spillover effect.It can be estimated that forest resources have a significant positive regulatory effect on the negative impact of air pollution on labor productivity,and forest resources will weaken the adverse impact of air pollution on labor productivity.Whether forest resources are measured by forest coverage or standing stock,the above results are significant at a given level,and even considering the time lag and spatial agglomeration of labor productivity,the research conclusion is still robust.Therefore,it is necessary to continue public education on the“two mountains”theory and the concept of green development,strengthen the policy guidance of the“two mountains”concept,advocate the protection of forest resources,build green ecological barriers,promote the development of forest ry-related industries,and improve its economic and ecological benefits.
