环境公平视角下的城乡融合发展:价值审视与路向选择

生态环境层面的城乡融合作为城乡全面融合的关键环节,是破解城乡二元环境结构的路径,也是工具理性与价值理性有机统一的过程,基于此,环境公平理应成为其价值依归。环境公平理论内在契合城乡融合的发展需要,其关于制度、分配、程序、承认维度的探讨与城乡融合深度与广度形成了密切关联,为城乡融合发展提供价值检验依据。以环境公平为视角,观测到当前我国生态文明建设中,受城乡二元结构惯性影响,城乡环境治理中权力结构与制度公平、资源要素与分配公平、参与水平与程序公平、身份地位与承认公平之间的张力,日益成为城乡融合发展的阻滞。据此,建议以环境公平为导向,在城乡政策融合、要素融合、机制融合与身份融合的多维实践中推动生态环境层面城乡融合的实现。

As the key link of the overall integration of urban and rural areas,the integration of urban and rural areas at the level of ecological environment is the path to break the dual environmental structure of urban and rural areas,as well as the process of the organic unity of instrumental rationality and value rationality.Based on this,environmental fairness should be its value basis.The theory of environmental equity meets the development needs of urban-rural integration,and its discussion on system,distribution,procedure and recognition dimensions is closely related to the depth and breadth of urban-rural integration,providing a value test basis for urban-rural integration development.Observed in the perspective of environmental justice,the current in the construction of ecological civilization in our country,the inertia effect of the urban and rural dual structure of urban and rural power structure in the environmental governance and institutional justice,resources,and fair distribution and fair participation level and program,status and recognition fairness,the tension between the blocks in the construction of the urban and rural integration development.Therefore,it is necessary to promote the integration of urban and rural ecological environment in the multi-dimensional practice of inte gration of urban and rural policies,integration of factors,integration of mechanisms and integration of identity with the guidance of environmental equity.
