基层网格化治理的内卷化困境及其破解--以消防网格治理为例

The Predicament of Involution in Grassroots Grid Governance and Its Solution

基层网格化治理在发挥强大功能的同时,也在一定程度上步入内卷化困境,存在自我循环、停滞不前的现象。通过消防网格治理审视基层网格化治理,可以看出当前基层网格化治理的内卷化现状呈现三化特征:基层功能繁杂化、治理倾向维稳化以及压力传递堆积化。其根源在于公权力运行误区、忽视公民权利保障、治理多元性缺乏以及非常规性利益驱动。基层网格化治理的内卷化困境不符合基层治理的本质要求,突破其内卷化困境势在必行。可从实现公共权力的有效分配利用、强化治理对象的权利保障、构建拓展基层网格的多元治理以及创新制度机制提升治理效能等方面入手破解困境,以促进基层网格化治理的长远发展。

While the grassroots grid governance is exerting its powerful functions,it is also entering the predicament of involution to a certain extent,which has the phenomenon of self cir-culation and stagnation.Through the fire grid governance to examine the grassroots grid govern-ance,we could see that the current involution status of grassroots grid governance presents three characteristics:Firstly,the complexity of grassroots functions.Secondly,the stability of govern-ance tendency.Thirdly,the accumulation of pressure transmission.The main reasons consist in the misunderstandings of public power operation,the neglect of civil rights protection,the lack of governance diversity,and the drive of unconventional interests.The involution predicament of grassroots grid governance does not conform with the essential requirements of grass-roots gov-ernance,it is imperative to break its involution predicament.We should solve the predicament from the aspects of realizing the effective allocation and utilization of public power,streng-thening the rights protection of governance objects,constructing and expanding the multiple gov-ernance of grassroots grid,and innovating institutional mechanisms to improve the governance efficiency,so as to promote the long-term development of grassroots grid governance.
