The Construction of Russian National Data Governance System and Its Enlightenment

[研究目的]俄罗斯国家数据治理体系建设有力的推动了国家数字治理进程,借鉴俄罗斯国家数据治理体系建设在立法规范、组织管理、平台建设、试验示范及网络安全等方面的经验,对于构建具有中国特色的政务数据治理体系,推进我国国家治理体系和治理能力现代化具有重要意义。[研究方法]运用文献分析方法梳理了俄罗斯国家数据治理的发展脉络后,阐释了俄罗斯国家数据治理体系建设的目标和原则,从健全法律法规制度、构建组织管理体系、建设“统一信息平台”、组织实施国家试验、强化网络安全保障等方面分析了俄罗国家数据治理体系建设情况,并简要分析了俄罗斯国家数据治理体系建设面临的主要困难。[研究结论]提出了完善法规政策制度,构建政务数据治理体系顶层规划;依托数字政府建设,营造政务数据治理生态系统;加强数据安全保障,推动政务数据治理体系安全发展等建议。

[Research purpose]Russia's state data governance system construction powerfully promoted the national digital governance process.It is of great significance to draw lessons from the Russian state data governance system in legislation,organization and management,platform construction,experiment and demonstration,and experience in aspects of network security,for building with Chinese characteristics,the state's data management system,and promoting the modernization of China's national management system and management ability.[Research method]After combing the development of the Russian national data governance context by using literature analysis method,the paper explains the Russian national goals and principles of data management system construction,analyzed the Russian national data management system from the aspects of the sound system of laws and regulations,construction of organization and management system,construction of"unified information platform",implementation of national test,strengthening network security,etc,and briefly analyzes the main difficulties of the Russia national data governance system construction.[Research conclusion]It proposes to perfect the laws and regulations,construct the top-level planning of government data governance system,construct an ecosystem of government data governance relying on the construction of digital government,strengthen data security guarantee,and promote the security development of government data governance system.
