中国地方政府数据开放政策扩散影响因素研究——基于283个地级市数据的事件史分析

Research on the Influencing Factors of Open Local Government Data Policy in China——Event History Analysis Based on the Data of 283 Prefecture Level Cities

[研究目的]中国地方政府数据开放实践是一个创新政策扩散过程,研究政府数据开放政策扩散影响因素对进一步推动政府数据开放,丰富相关研究成果具有一定理论与现实意义。[研究方法]运用事件史分析法,基于2012-2019年283个地级市的面板数据,分析政府数据开放政策在中国地级市层面扩散的特征,识别政策扩散的影响因素和作用机理。[研究结论]研究结果表明,我国地方政府数据开放政策扩散在时间维度上呈现未完成的“S”型曲线。信息化水平、城市行政级别和省内城市间的竞争压力是影响地级市政府采纳数据开放政策的关键因素。

[Research purpose]The open data practice of Chinese local government is a process of innovation policy diffusion.Studying the influencing factors of open government data policy has certain theoretical and practical significance for promoting government data openness and enriching related research.[Research method]Based on the panel data of 283 prefecture level cities from 2012 to 2019,this paper analyzes the characteristics of the diffusion of open government data policy with the method of event history analysis,and identifies the influencing factors and mechanism of policy diffusion.[Research conclusion]The results show that the open data policy diffusion of Chinese local governments presents an unfinished"S"curve in time dimension.The level of informatization,city administrative level and the competitive pressure among cities in the province are the key factors that influence the adoption of open data policy.
