高校巡察人员精准发现问题的困境与对策

精准发现问题、形成震慑效应是确保高校政治巡察效果的关键。但巡察人员工作连续性持久性不够、调动工作积极性的机制缺乏、理论和业务培训系统性针对性不强及受人情因素掣肘等,易导致巡察人员无法精准发现问题,从而弱化了巡察利剑的震慑作用。可通过加强巡察效果考核评估、完善巡察人员激励保障机制、建立巡察人员选拔和培训的长效机制,以及确立对巡察工作的正确认识等举措,破解高校政治巡察面临的困境,保障巡察达到预期质效。

How the inspectors find problems accurately is the key to obtain the effect of political inspection in colleges and universities.However,there are some critical negative factors,such as insufficient continuity of work,lacking of mechanisms to mobilize work enthusiasm,weak systematization and pertinence in theoretical and operational training,and intervention of interpersonal relationship,restricting the inspectors to find the problem accurately,and weaken the role of the inspection.This paper puts forward that colleges and universities can solve the dilemma of political inspections,and ensure the expected quality and efficiency of the inspections by strengthening the evaluation of inspection results,improving the incentive and guarantee mechanism aiming at inspection personnel,establishing a long-term mechanism for the selection and training of inspection personnel,and establishing a correct identity of the inspection work.
