摘要
本文基于神华国华(印尼)爪哇7#2×1 050 MW大型燃煤火力发电配套工程的项目建设管理实践,针对海外EPC模式下火力发电站工程建设特点,以工程难点为突破口,分析存在的问题,并进行统一的设计管理体系建设。以设计作为"龙头",在设计过程中,加强设计管理、技术专委会、设计监理的全流程协同运作,系统性、全流程地开展负面清单梳理,统一设计接口等措施,对工程安全、质量、进度、投资起到正向拉动的作用。笔者积极探索并总结出了一套成熟有体系的设计管理机制和实践经验,提出了具体解决实施方案与决策思路,可为类似的海外工程发电设计管理决策提供参考依据。
Based on the construction and management of the 7# 2 × 1 050 MW large coal-fired thermal power generation auxiliary project of Shenhua Guohua( Indonesia) Java Power Generation Co.,Ltd.,in combination with the features of the construction of the thermal power station in the overseas EPC mode as well as the difficulties in the project,this paper analyzes existing problems and introduces the unified construction of the design management system.As the design is the leading part,the all-process collaborative operation among the design management,the technical specialized committee and the design supervision is strengthened,systematic and all-process sorting of the negative list is implemented,and the interfaces are designed on a unified basis in the design process,to have a positive influence on the security,quality,schedule and investment of the project. The author explores and summarizes a mature systematic design management mechanism and practical experience as well as putting forward specific solutions and decision-making ideas,which can provide reference for similar overseas power generation design management cases.
