WTO改革背景下中国财政补贴政策空间分析与应对策略

Space Analysis and Counter-measures of China's Fiscal Subsidy Policy under the Background of WTO Reform

近年来,美、日、欧等发达经济体多次发布联合声明试图重塑WTO规则。未来WTO多边规则的发展趋势与中国财政补贴政策空间密切相关的问题主要涉及到国有企业纪律、发展中国家待遇与市场经济地位。基于此,本文认为,中国应从战略层面处理好国内改革与对外开放的关系,并从战术层面,着眼于国有企业、发展中国家待遇和市场经济地位问题,充分利用财政补贴政策的空间,通过多边谈判主动创造政策空间,以及通过深化改革不断释放政策空间。

In recent years,the United States,Japan,Europe and other developed economies have repeatedly issued joint statements in an attempt to reshape WTO rules.The future development trend of WTO multilateral rules is closely related to China's fiscal subsidy policy space,which mainly involves the discipline of stateowned enterprises,market economy status and treatment of developing countries.Based on this,this paper puts forward China's countermeasures to make full use of the space of fiscal subsidy policy from the dimensions of state-owned enterprises,market economy status,treatment of developing countries.
