Practical Exploration of Grassroots Governance in Mountainous Area:dilemma and path

山区基层治理有着自身的特殊性,如何形成有效的治理模式日益受到当地政府和社会的广泛关注。以广东省惠州市D村的典型个案为例,选择“微观-中观-宏观”的观察视角,研究发现,山区基层治理存在的困境是:微观上,普通村民、青年村民、弱势村民分别无闲暇、无渠道、无能力参与基层治理;中观上,村委会、社会组织、宗亲会各自为战,未形成合力;宏观上,经济结构单一、政策失效以及生态破坏。通过构建以能力提升为导向的微观增能系统,打造以相互合作为导向的中观联动系统,完善以和谐共生为导向的宏观支持系统,为山区基层治理提供改进路径。

The grassroots governance in mountainous area has its own particularity.How to develop an effective governance model is increasingly concerned by the local government and society.Taking the typical case of D village in Huizhou City of Guangdong Province as an example,and from the perspective of"micro-meso-macro",the study finds that the dilemma of grassroots governance in mountainous area is faced with the following:on the micro level,ordinary villagers,young villagers and vulnerable villagers have no leisure,no channels and no ability to participate in the basic governance;on the medium level,village committees,social organizations and clan associations fight separately and do not form a joint force;on the macro level,the economic structure is single,the policy is invalid and the ecology is destroyed.Based on the construction of the micro energy enhancement system oriented by capacity improvement,grassroots level governance is supposed to create a meso linkage system oriented by mutual cooperation,to perfect the macro support system oriented by harmonious coexistence,and to pursue an improvement path for the grassroots governance in mountainous area to social harmony.
