云南省天然气短途管输价格的核定对天然气市场的影响

Short-distance pipeline-transportation price verification affecting natural-gas market:An example from Yunnan Province

自2013年中缅天然气管道供气后,云南省正式迈入管道天然气利用时代,管道天然气消费量呈快速增加的趋势。云南省前期按照“兼顾建设成本与促进天然气消费”的原则,暂定形成天然气临时销售价格有关规定,但是此价格机制下天然气市场存在以下问题:①天然气终端价格较高制约市场发展;②无差异化定价导致企业建设支线管道积极性不高。为了优化天然气产业发展的体制机制,加快实现“气化云南”战略目标,云南省于2021年7月下发《云南省发展和改革委员会关于核定陆良祥云等天然气短途管输试行价格的通知》。云南省天然气短途管输价格的核定促进了天然气上下游价格联动,充分发挥价格杠杆在资源配置中的决定性作用。分析研究的结果表明,云南省短途管输价格的核定对云南天然气市场有以下影响:①促使下游企业加大天然气市场的开发;②提高管道企业的内部收益;③提升管道气的利用率;④管输企业的绩效管理增加新的活力。

Since natural-gas supply from the China-Myanmar Pipeline in 2013,Yunnan Province has officially entered the era of pipeline gas utilization,and keeps a continuously and quick growing in consumption.The natural-gas temporary sale price was created by this province in the early phase according to the requirement of the"Notice of the National Development and Reform Commission on Reducing the Benchmark Gate Price of Non-residential Natural Gas"and the principle of"considering construction cost and promoting natural-gas consumption".However,in the natural-gas market under this price mechanism,there are two problems,such as higher terminal price restricting market development and undifferentiated pricing hindering the enthusiasm to establish more branch pipelines.In order to optimize the mechanism of naturalgas industrial development and speed up the smooth strategic objective of"gasification in Yunnan",the"Notice of Yunnan Provincial Development and Reform Commission on Verifying the Trial Price of Short-Distance Natural-gas Pipeline Transportation(e.g.Luliang-Xiangyun)"was issued in July 2021,aiming to promote the smooth conducting a linkage mechanism of upstream with downstream gas price and give full play to the decisive role of price lever in resource allocation.Results show four effects of short-distance pipeline-transportation price verification on Yunnan's natural-gas market,for example,promoting downstream enterprises to enhance the market development,improving the internal rate of return of pipeline enterprises,improving the utilization ratio of pipeline gas,and introducing new vitality to the performance management of pipeline-transportation enterprises.
