[目的/意义]作为一个国家的软实力,话语权是当今世界大国博弈的重要利器,提高国家国际话语权已经上升为国家战略的高度。为应对当今时代国际形势下不同领域的话语权之争,本文探讨话语权的内涵和话语权评价框架,进一步丰富话语权的研究,为话语权评价提供理论框架和依据。[过程/方法]从概念解析、特性分析、类型划分、评价指标4个角度对"话语权"进行探讨。[结果/结论]结合语言学、社会学、哲学、历史学、信息计量学等领域探讨话语概念内涵,并从能力、工具、结构、关系4个角度阐释权力的定义,得出话语权的定义和构成要素;从话语权产生过程得出话语权主体性、传播性、影响性、引导性4个特性;从话语主体、话语媒介、话语领域3个维度对话语权进行分类;结合信息计量学和评价理念,从话语权的过程特性构建了话语权的评价指标体系。

[Purpose/significance] As the soft power of a country, discourse power is an important weapon in the game between countries in the world.Improving discourse power has become a national strategy.In order to face disputes of discourse power in different fields under the international form of the present era, this paper aims to explore the connotation of discourse power and the evaluation framework of discourse power, further enrich the research of discourse power, and provide theoretical framework and basis for the evaluation of discourse power.[Method/process] This paper discusses "discourse power" from four perspectives: concept analysis, feature analysis, type division and evaluation index.[Result/conclusion] In terms of concept, this paper combines the discussion on the concept of discourse in the fields of linguistics, sociology, philosophy, history and informatics, as well as the definition of four perspectives of power, and obtains the definition and constituent elements of discourse power.Four characteristics of discourse power are obtained from the process of discourse power generation: subjectivity, dissemination, influence and guidance;the types of discourse power are classified from three dimensions: discourse subject, discourse media and discourse domain.In the evaluation of discourse power, the evaluation index system of discourse power is constructed based on the process characteristics of discourse power.
