面向智库建设的智慧数据服务模式研究

Research on the Mode of Smart Data Services for Think Tank Construction

[目的/意义]面向国家智库建设及其需求,图书情报机构应该主动发挥更大的创新服务作用,通过智慧数据服务来支援智库建设已经成为大数据时代下图书情报机构的新使命。[方法/过程]通过文献调研、网络调研与案例分析法,在梳理智慧数据服务和面向智库建设的相关服务研究现状的基础上,从智库的宏观管理和具体实践两个方面分析智库需求,再结合近年来支持智库建设的国内外新兴的图书情报机构实践案例,进而提出面向智库建设的智慧数据服务模式构建思路,最后构建智慧数据服务模式,并论述其具体实现过程。[结果/结论]研究认为图书情报机构面向智库建设的智慧数据服务模式,主要应为智库提供以下6个方面智慧性资源与服务:挖掘决策需求与业务场景分析、多源数据融合与应用、多元化质量控制与评估、智能技术与专家智慧资源、智慧数据服务平台与新媒体技术、多元化资源融合的智慧空间,并最终实现资源与服务的智能推送。从而满足智库提升创新研究能力与咨询服务水平的需求,又可揭示图书情报机构智慧数据服务新的人文价值。

[Purpose/significance] Facing the construction and demand of national think tank library and information institutions should take the initiative to play a greater role in innovation services.It has become a new mission of library and information institutions in the era of big data to support the construction of think tanks through smart data services.[Method/process] Through literature research, network research and case analysis, on the basis of combing the research status of smart data services and related services for think tank construction, this paper analyzes the demand of think tank from two aspects of think tank macro management and specific practice.Then, combined with the practice cases of domestic and foreign emerging library and information institutions supporting the construction of think tanks in recent years, this paper puts forward the construction idea of smart data services mode for think tank construction.Finally, the smart data services mode is constructed, and its specific implementation process is discussed.[Result/conclusion] The research suggests that the smart data services mode for think tank construction should mainly provide six aspects of smart resources and services for think tanks: mining decision-making needs and business scenario analysis, multi-source data fusion and application, diversified quality control and evaluation, intelligent technology and expert wisdom resources, smart data services platform and new media technology, and smart space of diversified resources integration, and realize the intelligent push of resources and services.In order to meet the needs of think tanks to improve their innovative research ability and consulting service level, it can also reveal the new humanistic value of smart data services of Library and information institutions.
