城中村产业用地规划实施的需求、困境及对策——基于武汉市东湖高新技术开发区2.5产业发展视角

Demands,Dilemmas and Countermeasures of Industrial Land Planning Implementation in Urban Village:Wuhan Case

21世纪初,随着城市的高速扩张,近郊村逐渐变成城中村,其大量的村集体土地被征为城市国有土地,为解决失地村民的长远生计并保障村民的生活水平,城中村产业用地规划应运而生,但是由于村集体财政实力不强、第三产业用地规划管制、土地开发模式不清等多种问题,城中村产业用地规划难以落地实施,从而造成部分城市土地利用效率低下,村民收入难以保障,社会稳定的隐患增加等。文章基于2.5产业在城市高新技术开发区快速发展的背景,以武汉市东湖高新技术开发区为例,分析2.5产业发展需求和城中村产业用地规划的特征、实施需求和困境,并从开发模式、用途管控、土地整合和实施管理等方面提出相应对策,以期为城市高新技术开发区的城中村产业用地规划实施提供新思路。

A large amount of collective land in urban villages had been confiscated as urban constructive land in rapid urban development.Industrial land for urban village emerges in response to landless urban villagers livelihood issue.However,industrial land in urban village has been difficult to be developed due to weakness of village’s fiscal budget,tertiary land use regulation,and unclear land development model,and villagers’ lowest income is hard to guarantee,which further causes social instability risks.As the 2.5 industry is experiencing fast development in high tech development zones,the paper analyzes the industrial needs and the characters,needs,and difficulties of industrial land in urban villages,and proposes strategies in development model,land use regulation,land integration,implementation and management for Wuhan Donghu high-tech development zone.
