Resilient Communities:A New Perspective on Emergency Social Risk Prevention and Control

风险社会下,突发事件对社会风险防控机制提出了法律、制度、体系构建与完善的新挑战。基于社区在应对突发事件社会风险防控中的基础地位和“堡垒”作用,在治理体系现代化的视角下引入“韧性社区”概念,论证在突发公共事件风险防控中社区韧性加入社会风险防控体系的契合度,提出突破制度运转局限、完善基础设施建设、发挥科学技术优势和创新多元主体参与等建议,以此提升社区韧性的冗余力和逆抗力,强化社区的风险防控和应急治理能力,优化和完善应对突发事件的社会风险防控机制。

There are new challenges to the construction and improvement of laws,institutions and systems for the prevention and control mechanism of social risks in the risk society.Based on the basic position and“fortress”role of community in social risk prevention and control of emergencies,the concept of“resilient community”was introduced from the perspective of governance system modernization to demonstrate the compatibility of community resilience into social risk prevention and control system in public emergency risk prevention and control.Suggestions are put forward to break through the limitations of system operation,improve infrastructure construction,give full play to the advantages of science and technology and innovate the participation of multiple subjects,so as to enhance the redundancy and resistance of community resilience,strengthen the community s risk prevention and control and emergency management capabilities,and optimize and improve the social risk prevention and control mechanism in response to emergencies.
